In its Decisions, the Executive Council urged Libya to work with the Court and to comply with its Order. Despite all that, the Respondent has continued to ignore the Court's Order and the Decisions of the policy organs of the African Union. 19. On 29 May 2013, that is, beyond the prescribed time limit, the Respondent addressed a Note Verbale7 to the Legal Counsel of the African Union, a copy of which was received by the Applicant on 17 June 2013 and by the Court on 9 July 2013.
