10. On the same date, the Registry received a letter dated 5 March 2014 from the Applicant, in which he was seeking legal assistance from the Court, considering that he is a layman in legal matters. Following the directives of the Court, the Registry, by letter dated 2 June 2014, inquired from the Pan African Lawyers Union (PALU) whether it could provide legal assistance to the Applicant. By letter dated 7 August 2014 received at the Registry on 11 August 2014, PALU responded positively to the Registry's request. 11 . At its 34th Ordinary Session held in Arusha from 8 to 19 September 2014, the Court decided to hold a Public Hearing on the matter in March 2015. Following a request dated 22 January 2015 from the Applicant for the Public Hearing to be postponed, and after having taken notice of the Respondent's reaction in a letter dated 4 February 2015, the Court decided at its 36th Ordinary Session held from 9 to 27 March 2015 to postpone the Public Hearing to 22 May 2015. 12. The Public Hearing took place on the scheduled date in Arusha, and the Court heard the oral submissions of the Parties: For the Applicant: i) Advocate Donald DEYA, PALU, For the Respondent State: i) Ms. Nkasori SARAKIKYA, Acting Director, Human Rights Department in the Office of the Attorney General , and ii) Mr. Mark MULWAMBO, Principal State Attorney in the Office of the Attorney General. 13. In the course of the Public Hearing , the Judges put questions to the Parties, to which the latter provided answers. 6
